The founders, Svetlana C. and Dmitry R., bring a wealth of experience to their craft. Svetlana got her start working with children at the age of fifteen, helping and later working for an orphanage in her home city, Khmel'nitsky, Ukraine. After earning her degree in music theory, literature, and piano, she moved to Saint Petersburg, Russia, to pursue a career as a music instructor. For the past 12 years, she has been called on as a host for big and small community events and has built a reputation as an entertaining and thoughtful host.

Dmitry, on the other hand, is a professional Master-puppeteer. He studied under Master-Puppeteer Sergey Obrazsov and graduated with MA in Stage Directing from Russian Academy of Theatrical Arts (formerly GITIS) in Moscow, Russia. After graduation, Dmitry worked in "MosConcert" (Moscow Concert Company). In 1988, Dmitry immigrated into the USA as a political refugee and created D.R. Puppet Theater. As director, playwright, and actor, he produced numerous plays for Drama and Puppet Theater - fairytales, folk, and classical stories.

Together, they have created Party Balagan, where they offer a broad range of event planning services, including weddings, birthday parties, and golden wedding anniversaries.
